As per Dog Rule, 2001 and Honourable Supreme Court’s order, Municipalities are responsible to look after the stray/street dog problems, whether in terms of population control or any other issue. But in reality, the scenario is something different. The occurrence yesterday proved the issue. On 6th October, 2016 a stray dog suddenly entered an office at Aathgaon area in Guwahati and started biting few staff badly. The office members tried the dog to move out but couldn’t and finally locked the dog in their store room as it was becoming more aggressive. Being in a frightening situation, they wished for hope and therefore sought help from Guwahati Municipal Corporation (GMC). But they denied saying that they do not have the facilities, dog squad etc. to solve the matter. Whereas, GMC referred them to JBF for taking them out of their situation. Accordingly, they approached JBF, who happily went to them and overcame the problem.

Now the question arises, if JBF can do such welfare activities, why can’t GMC come forward and help them, when they are lacking of facilities, and already know that JBF is in the field. Their (GMC’s) lack of co-operation is pulling JBF behind to establish a symbiotic co-existence of humans and animals. Moreover, for last one and half years without the support of GMC, JBF is continuing its effort, as per their capability, to work for animal welfare. But single handed it is not at all possible for JBF to fulfill its dream of Rabies free society. Besides, knowing the noble deed of JBF, GMC is not supporting them at all. So, it is time for people to come forward, and let Municipalities know their duties and accomplish their responsibilities.
